Zelensky recalls Ukrainian ambassadors to Albania, Croatia and Montenegro

Ukrainian President Volodymyr Zelensky has recalled the country’s ambassadors to Albania, Croatia and Montenegro, citing presidential decrees published yesterday.
Wider diplomatic shuffle
The decrees remove Volodymyr Shkurov from his post as ambassador to Albania (he had served in that role since April 2020), Vasyl Kyrylych as ambassador to Croatia, and Oleh Herasymenko as ambassador to Montenegro. The documents did not give reasons for the personnel changes, and new envoys have not yet been appointed.
At the same time, Zelensky issued a separate decree recalling the ambassador to Pakistan, Markiyan Chuchuk, as part of what officials described internally as a broader rotation within the Ukrainian diplomatic service.
The moves come days after Zelensky dismissed Ukraine’s ambassador to the United States, Olha Stefanishyna. Shortly after her dismissal, the Supreme Anti-Corruption Court placed Stefanishyna under investigation and set bail at about $134,000; she has stated she lacks sufficient funds to post the bond.
Foreign ministry personnel changes on this scale are unusual during an ongoing war and may reflect internal efforts to reshuffle Kyiv’s external representation. So far, there has been no public explanation from the presidential administration about the timing or objectives of the recalls.
